13-030 Law Enforcement Officials Free Gator Stuck In Storm Drain

What:  An alligator stuck in a roadway storm drain is rescued by law enforcement officials from the Pinellas County Sheriff’s Office and the Florida Fish and Wildlife Conservation Commission (FWC).

Where:  At the intersection of 94th Avenue and 117th Street North.

When:  Deputies were notified of the distressed animal at approximately 1:30 p.m. today (2/8/13).

How/Why:

Pinellas County Deputies and officials from the Florida Fish and Wildlife Conservation Commission freed an alligator stuck in a roadway storm drain today.

At approximately 1:30 p.m., deputies were notified of the stuck gator from a concerned citizen.  When law enforcement officers arrived on scene (blocks from a near-by elementary school), they found the 8ft animal stuck in the drain with its head trapped in the opening.

When a trapper from the FWC responded, deputies and citizen bystanders pulled the alligator out of the drainage opening.

After looking over the gator for injuries, Florida Fish and Wildlife officials will be transporting it to an alligator farm near Dover, FL.

What:
Sheriff Bob Gualtieri has announced the arrest of Jamaal Jenkins. The Sheriff made the announcement alongside Major Mike Kovacsev of the St. Petersburg Police Department on the evening of February 8th, 2013. The U.S. Marshals Service  arrested wanted suspect Jamaal Jenkins in Jefferson Parish, Louisiana.

When:
The suspect was arrested at about 3:30 p.m. on Friday, February 8, 2013.

Where:
The suspect was arrested in a home located in Metairie, Louisiana, which is just outside New Orleans.

Why/How:
During the course of the investigation, members of the U.S. Marshal Service Florida Regional Fugitive Task Force which includes Pinellas Sheriff’s deputies and St. Petersburg Police Department Officers, were able to generate information as to the whereabouts of Jamaal Jenkins.

Members of the local Task Force reached out to their counterparts of theMarshals Service Gulf Coast Regional Task Force, who effected the arrest of Jenkins in a home at 4217 Hessner Street, Unit 116 in Metairie, Louisiana.

Deputies and Officers will be traveling to Metairie to continue the investigation. 

Jenkins was arrested for the murders of Destynee Nekole Burkes and Tieyannie Hollis. (For further information see Release #s 13-008 and 13-018.)

13-032 Two Men Arrested For Embezzling Over $780,000 From A St. Pete Beach Resort

What:
Detectives assigned to the Sheriff’s Economic Crimes Unit in collaboration with detectives formerly of the St. Pete Beach Police Department (who are now deputy sheriff’s) have arrested two men after they embezzled over $780,000 from the Tradewinds Resort in St. Pete Beach. According to detectives, the two men created shell corporations through the State of Florida and embezzled hundreds of thousands of dollars from the resort through these fictitious entities.

When:
The suspects were arrested on warrants on Wednesday, February 13, 2013.

Where:
One of the suspects (James) was arrested in Tarpon Springs; the second (Baage) was arrested in Miami Beach, Dade County FL.

Why/How:
St. Pete Beach detectives began the investigation in November of 2011 after the department received a complaint  of possible theft involving the two subjects. In January of 2013 the investigation transitioned into the Sheriff’s Office Economic Crimes Unit along with St. Pete Beach Police Department’s transition to the Sheriff’s Office; and a collaborative investigation was launched.

Detectives say the men identified as 46-year-old Harold James and 58-year-old Sam Baage, who were employed by the Tradewinds Resort as Head of the Information Technology Department and Chief Financial Officer, respectively, created several fictitious companies, billed the Tradewinds Resort for services they never received and embezzled a total of $782,018.

According to investigators, the two stole the funds between January 1, 2007 and February 16, 2012. Detectives say the suspects used the money gained through their criminal activities to lead very comfortable lifestyles. Both men were employed by the Tradewinds since 2005 until they were terminated in February of 2012 .

After a 15-month long investigation, detectives obtained warrants for the arrest of the suspects.

James was arrested at about 9:00 a.m. on February 13, 2013 during a traffic stop in Tarpon Springs. He was arrested for money laundering, conspiracy to commit money laundering and 15 counts of grand-theft and transported to the Pinellas County Jail without further incident.

Baage was arrested at about 10:00 a.m. on February 13, 2013 at the Setai Hotel and Resort in Miami Beach, where he was currently employed as a CFO. He was arrested for money laundering, conspiracy to commit money laundering and 14-counts grand theft. He is being held at the Miami-Dade County Jail.

The investigation continues.

13-033 Detectives Arrest Munchees Convenience Store Armed Robber (For Further Details See Press Release #13-020)

What:
Detectives have arrested a suspect in connection with an armed robbery that occurred at a Munchees convenience store in Dunedin.

When:
The suspect was arrested on Friday, February, 15, 2013.

The armed robbery occurred at about 9:35 p.m. on January 15, 2013.

Where:
The robbery occurred at the Munchee’s convenience store located at 614 Union Street in Dunedin.

Why/How:
Detectives assigned to the Robbery/Homicide Unit say the suspect, identified as 16-year-old Kwuashawn Wyche, turned himself in to the Clearwater Police Department around noon time on February 15, 2013.

Detectives say they were able to identify Wyche through numerous tips received into the Sheriff’s Office and through Crime Stoppers – this following media coverage of the robbery and the media’s assistance in playing the suspect’s voice. According to detectives, several people recognized the suspect through his voice and mannerisms. (For details of the robbery and a link to the surveillance video see press release #13-020.)

Wyche was arrested for armed robbery and transported to the Pinellas County Jail. Wyche’s photo will be available when the booking process is complete.

The investigation continues.

The second suspect in this armed robbery has not yet been identified. Anyone with information that may assist detectives in this case is asked to contact Detective Jeff Capra of the Robbery/Homicide Unit at (727)582-6200.

13-034 Pinellas County Sheriff’s Office Hosts NOPE (Narcotics Overdose Prevention & Education) Presenter Training To Local Law Enforcement

What:  PCSO hosts NOPE Presenter Training to Local Law Enforcement SRO Units

How/Why:  

The Pinellas County Sheriff’s Office will host a NOPE Presenter Training to participating law enforcement agencies on February 18, 2013 from 8:30 AM to 2:00 PM at the Osceola Middle School Media Center located at 9301 98th Street N, Seminole.

The Sheriff’s Office partnered with families that have suffered the loss of a relative or friend from the use of illicit and/or prescription drugs, to establish the NOPE Pinellas Chapter in 2009.  This partnership is to educate communities about the dangerous consequences of abusing illicit and prescription drugs.

Sheriff’s Office members and volunteers from the community provide powerful NOPE presentations to children and adults in schools and communities about the real life dangers of abusing drugs.  The NOPE Pinellas Chapter has provided 183 presentations to 50,472 students and 4,633 adults in schools and community groups since this collaborative partnership began.

The Sheriff’s Office further assists the NOPE Pinellas Chapter with the NOPE National Candlelight Vigil Event held annually in memory of those lost to and suffering from addiction.  The NOPE Vigil events strive to raise awareness and open the doors to recovery for those with addiction.  This effort continues each year with updated material and a dedication to reducing illicit and prescription drug abuse.

The NOPE Presenter Training extends this mission to participating law enforcement agencies.  Sheriff Bob Gualtieri is scheduled to address the participants at the opening of the training.

What:  Pinellas County Deputies have apprehended three suspects in connection with an overnight Robbery.

When:  The incident occurred at approximately 11:30 p.m. on Monday, 2/18/13.

How/Why:  

Pinellas County Deputies have apprehended three suspects in connection with an overnight Robbery in an unincorporated section of Clearwater.

At approximately 11:30 p.m. on Monday, 2/18/13 the three suspects (Deandre Gray, Jacarius Hannah and Avery Jamal Jones-Neal) hid behind parked cars in the parking lot of Pit Stop Discount Wine, located at 2201 North Hercules Avenue in Clearwater.  Once the clerk came outside of the business, all three suspects ambushed him, taking his keys, cellular phone, and laptop computer.

After taking the victim’s belongings, the suspects fled the area on foot.

Deputies arrived on scene a short time later and began to set a perimeter around the immediate area.  K-9 Units tracked the suspect’s scent to a nearby neighborhood.  Further investigation led deputies to all three suspects hiding at a local restaurant (IHOP).

All three were charged with Strong Arm Robbery and transported to the Pinellas County Jail.

13-036 Detectives Identify Woman Found Deceased On Gandy Beach

What:
Detectives assigned to the Robbery/Homicide Unit are continuing their investigation into the death of a woman whose body was found on Gandy Beach.The woman has been identified as 51-year-old Pamela Sue Simon. Ms. Simon is not a transient as originally reported. The death does not appear to be suspicious in nature.

When:
The body was located at about 7:10 a.m. on Thursday, February 21, 2013.

Where:
The body was found at 13090 Gandy Boulevard.

Why/How:
According to detectives, a passerby walking along the area discovered the body and called 911. Detectives began their investigation.

Detectives say the body of 51-year-old Pamela Sue Simon of St. Petersburg was found in an inlet near mangroves. The body was reportedly found just east of the Banana Boat.

Frst responders pronounced her dead at the scene. The Medical Examiners Office has conducted an autopsy – and the final determination of cause and manner of death is pending toxicology reports. The death is not believed to be suspicious in nature; and may be health and/or alcohol or drug related.

The investigation continues.

13-037 Detectives Arrest Man For Sex Battery/Molestation On Four Boys

Victims are four males under the age of twelve, who were known to the suspect. Per Fl Statute 119.071(2)(h)1 no further information will be relesed that will tend to identify the victims.

What:
Detectives assigned to the Crimes Against Children Unit have arrested a man for sexually battering and molesting children under the age of 12.

When:
The suspect was arrested at about 5:30 p.m. on Thursday, February 22, 2013.

Where:
The suspect was arrested in Clearwater.

Why/How:
According to detectives, one of the victims disclosed to his mother that he had been sexually battered by the suspect, identified as 42-year-old William E. Roberts – from the time he was 6 to age 16; and that he had concerns over the safety of other children who were also in contact with the suspect.

The woman confronted each of the other children independently and each said they had been sexually battered by the suspect. She reported the crime to the Sheriff’s Office on February the 16th, 2013 and the Crimes Against Children Unit began investigating the allegations.

Through their investigation detectives determined that a total of  four children had been sexually battered or molested on an ongoing basis.

Detectives received information that Roberts, who is a truck driver, would be returning to the area on February 21, 2013 and arrested him in Clearwater with the assistance of the Sheriff’s Violent Crimes Task Force. Roberts was arrested for three-counts sex battery upon children under 12; and one count lewd and lascivious molestation on a child under 12; and was transported to the Pinellas County Jail.

Detectives have some concerns that  there may be other victims. They ask anyone with information that may assist in this case to contact Sergeant Kurt Romanosky of the Crimes Against Children Unit; or to remain anonymous contact Crime Stoppers at 1-800-873-TIPS.

13-038 Pinellas Deputies Conduct Weekend DUI Wolf Pack Operation

In an effort to reduce DUI related injuries, deputies conducted a Wolf Pack operation in Pinellas County over the weekend.

Deputies monitored traffic throughout the county.

How/Why:

Pinellas County Deputies conducted a DUI Wolf Pack operation this weekend in an effort to reduce DUI related injuries and educate the public about the dangers of drinking and driving.

 Wolf Pack patrols will be once a month.

 The goal of the Wolf Pack is to target drivers under the influence of alcohol, aggressive driving, and other traffic related violations.

 Results of this weekend’s operation are as follows:

6 Misdemeanor

 -1 Driving While License Suspended/Revoked

 -1 Possession of Cocaine

 -32 citations

Pinellas County Sheriff Bob Gualtieri will host a promotion ceremony Thursday, February 28th 2013, recognizing 19 Sheriff’s Office members.

The promotion ceremony is set for 9:30 a.m., and will be held in the Magnolia Room of the Pinellas County Cooperative Extension Complex – located at 12520 Ulmerton Rd.

* SAMHSA (Substance Abuse and Mental Health Services Administration) sponsors a website where you can find drug and alcohol abuse treatment programs and facilities.  

The misuse and abuse of illicit drugs, prescription medications and dangerous substances has escalated beyond belief over the last decade, becoming the fastest growing epidemic in the United States.  Most people, especially teenagers, are under the assumption that these dangerous substances are not harmful.  The abuse of these substances is a public health hazard, contributes to addiction and has deadly consequences.

Effective this month, Sheriff’s Office personnel, specifically deputies and Child Protection Investigators (CPID), have been provided the Drug Abuse Website business cards made available to the public on any drug related call.  The business cards contain the website information and QR (Quick Response Bar Code) that will allow the public to scan the QR with their Internet based phones for a direct link to the www.pinellasdrugabuse.com site.  The business cards will also be made available to the public by request or by contacting the Public Information Office.

The Pinellas County Sheriff’s Office is committed to the safety and health of its citizens.  This Drug Abuse Website is dedicated to assisting people with education about substance abuse and by providing resources for addiction.  This initiative is a first of its kind by law enforcement to link a variety of resources on a user friendly website.  Through a collaborative effort, we can make a difference in reducing this deadly problem.

This program is funded by the Substance Abuse Mental Services Administration, Drug Free Communities grant awarded to LiveFree! Substance Abuse Prevention Coalition of Pinellas County (LiveFree!) in partnership with the Pinellas County Sheriff’s Office.

13-041 Detectives Arrest Suspect For Unlawful Sexual Activity With A Minor

Arrested for unlawful sexual activity with a minor.

The victim is a 16 year-old female who is known to the suspect. Per Fl. Statute 119.071(2)(h)1 no further information will be released that would tend to identify the victim.

What:
Detectives assigned to the Crimes Against Children Unit have arrested a suspect who engaged a child in sexual activity on at least three occasions. The suspect admitted to the crime.

When:
The crimes occurred between December 2012 to February 2013.

Where:
The crimes occurred in unincorporated Clearwater.

Why/How:
According to detectives, the investigation began after the victim’s parents discovered the suspect in the victim’s bed. Detectives say when the parents made the discovery, the suspect, identified as 34-year-old Christopher Aaron Smith, jumped out of the back window of the residence and fled. The parents called 911 and deputies responded.

Detectives assigned to the Crimes Against Children Unit were subsequently called to investigate. Through their investigation they determined that Smith engaged the minor in sexual activity on at least three occasions.

On February 27th, 2013, Smith voluntarily responded to the Sheriff’s Administration Building for an interview with detectives. Detectives say he admitted to the crimes. The suspect was arrested for three-counts unlawful sexual activity with a minor and transported to the Pinellas County Jail without further incident. Additional charges are pending.

13-042 M.A.I.T. Deputies Investigate Single Vehicle Fatal Crash In Dunedin

What:
Deputies assigned to the Major Accident Investigation Team are investigating a single vehicle fatal crash in Dunedin.

When:
The crash occurred at about 2:15 a.m. on Friday, March 1, 2013.

Where:
The crash occurred at County Road 1 and Hickory Gate Drive in Dunedin.

Why/How:
According to M.A.I.T. investigators, 31-year-old Matthew W. Vonderau was traveling northbound on County Road 1 at Hickory Gate Drive, when he lost control of the vehicle for unknown reasons. Deputies say the vehicle swerved off the roadway struck several trees and overturned, before coming to final rest upright. Vonderau was ejected from the vehicle.

Dunedin Fire Rescue responded and Vonderau was pronounced dead on scene.

Alcohol appears to be a factor in the crash.

No other injuries were reported.

The investigation continues.

13-043 Man Arrested For Sending Sexually Explicit Texts And PhotoTo A Minor

The victim is a 15 year-old female, who did not know the suspect. Per Fl Statute 119.071(2)(h)1 no further information will be released that would tend to identify the victim.

What:
Detectives assigned to the Crimes Against Children Unit have arrested a St. Petersburg man after he sent a photo of his private body parts to the victim along with text messages soliciting the girl for sex in return for money.

When:
The suspect was arrested on March 6, 2013.

Where:
The crime occurred in Pinellas County.

Why/How:
Detectives began investigating the crime in December 2012 after the victim showed the photo and texts to her grandmother. The grandmother contacted the Sheriff’s Office.

Detectives say in the text, the male identified himself as “Jeffrey,” and told the victim he had been her former church group leader a few years before.

Through their investigation, detectives were able to identify the suspect as 24-year-old Jeffrey William LaChance. LaChance voluntarily responded to the Sheriff’s Administration Building for an interview on March 6, 2013. The suspect admitted to the crime. He told detectives that he at one time was a youth group leader at a local church; and that he had located the victim through Facebook.

The investigation continues.

What:
Sheriff Bob Gualtieri announced the arrest of two men involved in the production of counterfeit bills; and a money laundering scheme that targeted multiple department store chains in Florida and California. The victims in this case are various well know department stores to include Home Depot, Lowes, Macy’s and Walmart. At this point, detectives have recovered about $100,000 in counterfeit bills.

The Sheriff announced the details of the case and outlined the collaboration among the Sheriff’s Office Economic Crimes Unit, The US Secret Service and the Florida Office of the Attorney General during a news conference held on Monday, March 11, 2013.

When:
One of the suspects was arrested on March 7, 2013; the other was arrested on March 4, 2013.

Where:
The suspects were arrested in Pinellas County.

Why/How:
Detectives began their investigation in November of 2012 after it was determined that counterfeit bills were being passed locally.

The investigation, developed a suspect identified as 46-year-old Christopher DiPasquale as the individual posibly printing and passing counterfeit $100 bills.

The subsequent investigation, which included surveillance, led to the discovery of an elaborate scheme in which the suspect, 46-year Christopher DiPasquale was determined to be engaged in a process of bleaching $1 bills and then printing over them to convert them into $100 dollar bills. The printing was determined to be occurring within the suspect’s residence located at 1800 Bay Shore Way in Clearwater. According to investigators DiPasquale would then enter retailers and purchase items with the counterfeit $100 notes. Detectives say DiPasquale would then systematically return the purchased items to the retail outlets, receiving US Currency in exchange and allowing the suspect to launder extensive amounts of counterfeit.

On multiple occasions the suspect was observed conducting counterfeit transactions, as well as returns, at various Walmart’s, Home Depot’s and Lowe’s. On February 20, 2013, the suspect was observed driving north on US Highway 19 and observed entering Walmart’s and Lowe’s from Brooksville to Ocala. He would enter the business and make a purchase (with the counterfeit bills) and/or return items (receiving US currency in exchange). After numerous transactions, detectives say Dipasquale returned to his residence, still in possession of some property. Detectives executed a search warrant at the home and recovered sale receipts and counterfeit bills. DiPasquale was arrested for dealing in stolen property and uttering  forged bills. Additional charges remained pending. Detectives say DiPasquale’s activity occurred in 16 counties across the state from Jacksonville to Miami-Dade and occurred over a period of about two years.

During this time frame, investigators also learned that 35-year-old Robert Kowalczyk, who had been arrested in California for possession of Methamphetamine, was also found to be in possession of counterfeit notes. Detectives determined that Kowalczyk manufactured counterfeit currency in California, passed the fake bills at department stores and then returned them in exchange for real currency. His activities went on for about four years. Kowalczyks activities were subsequently determined to be linked to those of DiPasquale in Florida.

After being released on bond, detectives say on March 3, 2013 Kowalczyk traveled from California to Florida for the purpose of manufacturing and distributing additional counterfeit currency throughout the state of Florida. He was arrested on March 4, 2013 at the Clearwater home of DiPasquale and found to be in possession of 41 washed US treasury notes, a laptop computer, storage drives and additional counterfeiting tools.  He was arrested for Money Laundering, Bringing Counterfeit Notes into the States and Possession of Instruments for Counterfeiting bills.

DiPasquale, who had also been released on bond, was arrested on March 7, 2013 for Money Laundering.

Sheriff Bob Gualtieri said the arrests are the result of  “good police work and dedicated surveillance .” The Sheriff also commended the joint effort of  the participating agencies to include the Secret Service and the Statewide Prosecutor.

“This joint investigation was successful due to the dedicated efforts of the Pinellas County SO, the Statewide Prosecutor and the US Secret Service. With the strength of our financial crimes task force, agents and deputies worked in concert to identify, investigate and address a large counterfeiting and money laundering scheme that affected citizens throughout the state of Florida as well as the state of California, said John Joyce, Special Agent in Charge of the Secret Service Tampa Field Office.

“I am proud to partner with Pinellas County Sheriff Bob Gualtieri’s Office in arresting those charged with a money laundering and counterfeiting scheme to steal from our retailers throughout Florida,” added Attorney General Pam Bondi.

Pinellas County Detectives are seeking the public’s assistance with identifying two female suspects who scammed a senior citizen out of $18,000.

The incident took place on Wednesday, 2/27/13 at approximately 12:30 p.m. 

The two female suspects approached the victim in a Walmart parking lot at 1111 North Missouri Avenue in Largo.  A conversation ensued about the two suspects desire to obtain American citizenship.  Both claimed they needed $60,000 for various documents in order to obtain citizenship and asked the victim for help.

Wanting to assist the suspects, the victim drove them to a nearby bank and withdrew $18,000 which was eventually provided to the suspects.

Once the suspects had the victim’s money, they fabricated a story and left the area.

What:
The Pinellas County Sheriff’s Office Major Accident Investigation Team is investigating a crash with serious injuries. Two females were transported to a local hospital for treatment of non-life threatening injuries.

When:
The crash occurred at about 6:59 a.m. on Wednesday, March 20, 2013.

Where:
The crash occurred at the intersection of Curlew Road and Fisher Road in Dunedin.

Why/How:
According to investigators, Robert Wagner was traveling westbound in the curbside lane of Curlew Road approaching Fisher Road. 16 year-old Anna Savchuk and her passenger 16 year-old passenger Kayla Brock were heading southbound on Fisher, crossing Curlew Road when the Hyundai was struck on the driver’s side by Wagner’s van.

Both Savchuk and Brock were extricated from the vehicle and were transported by air to St. Joseph’s Hospital for treatment of serious but non-life threatening injuries.

Wagner was not injured in the crash.

Deputies say Savchuk appears to have violated the van’s right-of-way.

Neither alcohol nor drugs appear to be a factor in the crash.

The investigation continues.

13-048 Lealman Barricaded Subject Call Ends Peacefully After Suspect Surrenders To Deputies

What:
Deputies have arrested a suspect who overnight pointed a gun at a St.
Petersburg Police Officer during a traffic stop and then fled. The suspect was later determined to be in a private residence in Lealman. The suspect barricaded himself in the home and ultimately surrendered after deputies released chemical agents into the home.

When:
St. Petersburg Police Officers conducted the traffic stop at about 12:08 a.m.
on March 20, 2013.
The suspect was arrested at about 8:00 p.m. the same day.

Where:
The suspect was arrested at a private residence located at 4480 40th Street North in Lealman.

Why/How:
According to deputies, just after midnight on the 20th of March, St.
Petersburg Police Officers conducted a traffic stop on the suspect identified as 32-year-old Andrew M. Giannisis. When the officer approached the vehicle he observed a gun. Giannisis picked up the gun and pointed it at the officer. The suspect fled. St. Petersburg Officers attempted to pursue, but the suspect was able to get away.

The suspect’s vehicle was later located off of 46th Avenue in Lealman. The investigation lead deputies to the residence located at 4480 40th Street North. Deputies conducted and maintained surveillance of the home. Later, deputies were able to confirm the suspect was in the home.

Deputies obtained an arrest warrant and attempted to make contact with the suspect. When the suspect did not respond, the SWAT Team and the Negotiator Response Team were activated. The teams were activated just after 2:00 p.m..
A perimeter was set in the area. Telephone communication was established with the suspect and negotiations continued for several hours.

SWAT Team members released chemical agents into the home and within 30 seconds the suspect exited the residence through the front door.

Giannisis was taken into custody at without further incident at about 8:00 p.m. and transported to the Pinellas County Jail.
